Policies and Procedures
Academic Policies & Procedures
Student Handbook
A student handbook will be issued to each student before or on the commencement of the course.
Subject Guide
A student guide will be issued to each student before or on the commencement of the course.
Time Schedule
Due to the specialized nature of the course, the time schedule varies from term to term. Generally, all classes are held from Mondays to Fridays. On some occasions, classes may be held on Saturdays, very rarely on Sundays.
There will be no classes conducted on public holidays in Singapore.
Changes to Time Schedule
Time schedules are given to students two weeks before the commencement of the course.
The School reserves the right to update, amend, change and vary the time schedule, lecturer, studio, module content and any other matters before or during the course
of study.
Students will be kept informed if any changes should take place through email and through other possible means if electronic mail does not succeed. Students are responsible to checking their email on a daily basis for any updates and information from the School.
In the event that there should be any changes to the time schedule, the latest schedule will be posted on the School’s notice board.
The School reserves the right to provide additional teaching hours where deemed necessary to fulfill the course objectives.
Attendance
Students must meet a minimum of at least 90% of the total attendance. Failure to do so could result in an F grade. The student may also be barred from final assessment or have to repeat particular module/s.
Students must attend lectures punctually and will be considered absent after fifteen minutes from commencement of the lesson. For three hours modules, students are given a twenty minute break. Students are expected to return to class after the break, failing which, the student will be marked absent.
Students’ attendance will be taken at the beginning of each class. As and when required, the attendance record for international students will be used as submission to the Singapore Immigration Authority.
Absence with reason
A medical certificate from a government approved medical clinic is required if the student is unable to attend class due to illness. Any other valid reasons for being absent must be accompanied with the necessary document/s as proof.
Students are required to attach their medical cert/document to an Absence with Reason form.
Mid-programme Review
A review panel will be set up for the purposes of reviewing students’ works for studio based projects for the first two terms. The mid-programme is critical as it provides valuable feedback to students so as to allow them the opportunity to improve on their projects before the assessment. The review also allows students to understand their progress and academic standing in the course.
The panel will consist of a minimum of an external reviewer from related industries or institutions which simulates the assessment panel. This provides students an understanding of what is to be expected at assessment.
Each student will receive their schedule for the review and must be present at the appointed time.
The review is opened to all students to sit in and to participate.
Students will receive a progress evaluation sheet within four weeks after the review. This review is preliminary to the assessment and is mandatory.
Students who do not attend the Mid-programme Review will be barred from assessment.
All non-studio based modules including interface and technology modules will be marked by the respective lecturers. Grades awarded are final.
A fee of $250 will be imposed for deferment of assessment or reassessment.
A student must pass all modules in order to successfully complete the course.

Assessment Procedure
Assessment
- Assessment takes place after completion of the fourth term.
- Studio based projects from all four terms (except for interface & technology subjects) will be assessed.
- The assessment involves internal assessors (lecturers) and a minimum of one external assessor from related industries or institutions. Each student will receive their assessment schedule and must be present at the appointed times.
- Final Assessment will require students to present their work twice; students will present to lecturers and to the external assessor/s separately
- Students will be provided a schedule for assessment and are required to be present and on time. Failure to do so would result in a fail grade.
- Students are graded according to the standards set by the School.
- Grades awarded are final.
Requirements
- Students are required to present the following at the assessment;
- All studio based projects (except for interface & technology subjects)
- All supportive materials such as sketchbooks, evidence of research, reports, layouts etc.
Please note that failure to bring supportive materials may result in a low or
fail grade.
Procedure
- All assessors will be provided with the following:
- Subject guide
- Information on each studio based project
- Grading system
- Assessment sheet for each student
- There will be a briefing session for all assessors before the assessment
- Assessment will begin with the internal assessors
- Each student will have the opportunity to present their work to the assessment panel, after which, the assessors may ask questions.
- The student will leave the studio once the presentation is over.
- Each assessor will give marks for each project according to the School’s
grading system.
- Assessors will have an open discussion on students’ marks.
- An average of all the marks for each subject will be taken after the discussion.
- After the assessment with the internal assessors is complete, assessment with the external assessor/s will proceed.
- Students will give their presentation to the external assessor/s.
- Each student will present their work to the external assessor/s who will ask questions thereafter.
- After the assessment the external assessor/s will give marks to each of the projects.
- Once the assessment with the external assessor/s is complete, all assessors will meet and have an open discussion regarding students’ marks.
- All marks are final once they are agreed and confirmed by the panel.
- All final marks and grades are recorded in the Master grading sheet with signatures of approval by the external assessors and Head of School.
- Marks are tabulated using the School’s grading system.
- Transcripts will be sent to all students who have participated in the assessment.
Please note that failure to bring supportive materials may result in a low or
fail grade.
Non-Studio Based and Interface & Technology Subjects
- Lecturers who teach non-studio based or interface & technology subjects are responsible for grading the assignments and/or projects.
- All marks will be submitted to the School at the end of each term.
- All marks are final and will be entered in the Master grading sheet.

School Policies & Procedures
Orientation
New students must attend the Orientation programme at the commencement of the course.
Students will be provided with the following:
- Student ID
- Student Handbook
- Subject guide
- Academic Calendar
- Time table
- Art materials
During this time, students will be welcomed and introduced to the School. They will be briefed on the student handbook as well as on all the other documents received at that time.
CaseTrust for Education
The CaseTrust for Education scheme by the Consumer Association of Singapore (CASE) is an assurance that proper systems and practices have been put in place to look after the welfare and interest of international students in Singapore.
As part of CASE assurance, all international students must enter a standard student contract approved by CASE when they enroll for a course. These students must also comply to the Student Protection Scheme which has been set in place by the School.
Standard Student Contract
All international students must understand and sign the contents of the Standard Student Contract. This contract is set in place to protect the student. A sample of this contract is available on the School’s website.
Student Evaluation Form
Students will periodically participate in evaluating their course in the format of a form. This will contribute to receiving valuable feedback for the purposes of ensuring the quality of the course.
Course fees and non-tuition fees
The breakdown of the Course Fees into tuition fees and non-tuition fees
will be clearly stated in the student prospectus and the CASE-Approved
Student Contract, and explained to the students. Payment of these fees
by the students will be in accordance with the schedule stipulated in
the CASE-Approved Student Contract.
Payment can be made through Cash, Cheque, Cashier’s order made payable
to Orita.Sinclair Int’l Pte Ltd. Telegraphic transfer is also
acceptable. The type of currency accepted is in Singapore Dollars.
Students are required to retain their receipts as proof of payment.
Students paying through installments must ensure that payment is made
on the first of every month. A penalty fee of $25 per day will be
imposed until payment is made.
If payment is not made after two weeks when the payment is due, the
student will be barred from attending any classes. If the student does
not make payment a week after being barred, the student will be
terminated from his/her course of study and the deposit will be
forfeited.
Student ID
All students will be issued a School student ID. Students must carry their ID with them at all times.
Student particulars
Students are required to inform the School of any change in their particulars ie address, phone number, email etc. Forms for updating student particulars are available at the Administration office.
Conduct
Students are expected to behave as appropriate in a learning environment and School rules and policies must be adhered to.
Any misconduct against School rules and policies, criminal offence, or conduct that can potentially cause harm the School’s good name can result in immediate dismissal.
Notification of change
In the event of amendments or changes in the School’s policies and regulations, students will be informed promptly through email followed by an official letter from
the School.
Student Buddy
All international students are paired with a more senior student who will be
their ‘buddy’ so that students never need to feel lost in their new environment.
Student Mentor
All lecturers are automatically mentors for their students in their class. Lecturers will avail themselves to students who require assistance or advice in their subjects.
Student Counsellor
If a student wish to seek advice from a counsellor, an appointment can be made for him/her through the Administration office.
Studios and Equipment
Students are expected to be responsible and respect all equipment belonging to
the School.
No food or drink is allowed in the Studios.
If at any time, any of the equipment should fail, students must report it to the lecturer or the School. This would ensure that the problem is looked into immediately and be
put back in working order as soon as possible.
Loaned equipment
Students must sign out for any equipment they wish to loan – see Appendix 7.
All equipment loaned from the School becomes the responsibility of the student.
Cost of any repair due to damage (other than regular wear and tear) while the equipment is on loan will be borne by the student.
Media
Students must refer to the School with regards to any communication with the media (newspapers, television, magazines, radio etc).
Please refer all enquiries to the School if approached by the media.
Computers for Diploma Students
Computers are given to all full-time students in the Diploma. These computers belong to the students and are not on loan.
Students are solely responsible for the maintenance, repair and upgrade of the computers allocated to them.
Student Works
The School shall be entitled to use, reproduce and incorporate any of the works produced by the students (or any part thereof) pursuant to the Course, during or after completion of the course, in any exhibitions participated in or organised by ORITA•SINCLAIR or in any of its promotional and marketing materials (including showreels), and shall endeavour to notify the Students in advance of any such use of
their works.
Smoking
Smoking in the premises except for the terrace is strictly prohibited.
Eating and Drinking
Eating and drinking in any of the studios is strictly prohibited.

Student Protection Scheme
Master Escrow Agreement
CASE Approved Student Contract
The CaseTrust for Education scheme by the Consumer Association of Singapore (CASE) is an assurance that proper systems and practices have been put in place to look after the welfare and interest of international students in Singapore.
As part of CASE assurance, all must enter a CASE approved student contract when they enroll for a course. International students must also comply to the Student Protection Scheme which has been set in place by the School.
All students must understand the contents and sign the CASE approved Student Contract. This contract has been set in place to protect the student.
Student Protection Scheme (SPS)
All international students must be under the Student Protection Scheme. The SPS serves to protect the student’s fees. Tuition fees paid by the students to the School will be left in the custody of the Hong Kong and Shanghai Banking Corporation, a CASE-endorsed bank participating in the Student Tuition Fee Account (Escrow) scheme.
All international students must acquire the Student Escrow Confirmation before the School can apply for a Student Pass on the student’s behalf.
The School will assist all applicants with the necessary procedures.

Specific Policies
Refund Policies – International Student
- Withdrawal for Cause: Subject to Clause 8, the Student shall be entitled to immediately withdraw from the Course by giving written notice to ORITA•SINCLAIR of his/her intention to do so under the following circumstances:
- ORITA•SINCLAIR fails, for any reason, to commence the Course on the Commencement Date;
- ORITA•SINCLAIR fails, for any reason, to complete the Course by the Completion Date;
- ORITA•SINCLAIR terminates the Course for any reason prior to the completion of the Course; or
- ORITA•SINCLAIR is in material breach of its obligations under this Agreement.
- Refunds for Withdrawal for Cause: ORITA•SINCLAIR shall, as soon as practicable after receiving the Student’s notice of withdrawal under Clause 2.1 (and in any event no more than fourteen (14) days after receiving such notice) refund to the Student:
- the entire amount of the Tuition Fees and Deposit; and
- the Non-Tuition Fees and/or Additional Fees*.
- Withdrawal Without Cause and Refunds: Where the Student withdraws from the Course for any reason other than those set out in Clause 2.1 or Clause 8, ORITA•SINCLAIR shall, subject to Clause 3.3, as soon as practicable after receiving the Student’s written notice of withdrawal (and in any event no more than fourteen (14) working days after receiving such notice) refund to the Student the following sums (less any applicable bank administrative charges properly paid/payable under Clause 3):

In accordance to clause 1.9, the Deposit, Non-Tuition Fees and Additional Fees is not refundable for withdrawal without cause.
Refund Policies – Local Student

The Course comprises four terms of eight weeks each. Where the Student withdraws from the Course without cause after the Commencement Date of the Course but has paid the Tuition Fees in advance for all four terms of the Course in advance, then ORITA•SINCLAIR shall refund 50% of the Tuition Fees paid for the last three terms. Where the Student withdraws from the Course without cause after the commencement date of a subsequent term but has paid the Tuition Fees in advance for any remaining term(s), then ORITA•SINCLAIR shall refund 50% of the Tuition Fees paid for any remaining term(s).

Transfer/Withdrawal/Termination
The School will process the cancellation of the Student Pass for transfer, withdrawal
or termination.
The Student must submit the Student Pass, passport and all necessary documents
which are required by ICA to the School for cancellation.
Student’s passport will be collected by the School in 3 working days. The student will
be informed when it is ready for collection.
Students are required to submit the following to the School before leaving:
- Student pass
- Equipment borrowed from the School
- Books borrowed from the School
- Any other materials belonging to the School

Student concerns/grievances
If a student is dissatisfied with any part of the course of study that has badly affected her/him and would like to represent the problem, there is a process which he/she must follow. The student may seek assistance from another person to assist in his/her grievance.
The procedure is as follows:
- The aggrieved student should take up the matter verbally with his/her lecturer within one week of the occurrence. The lecturer will discuss the matter with the student and give him/her full opportunity to express him/herself. This discussion will be recorded and signed by both the student and lecturer. The lecturer will respond to the student within one week after the discussion.
- approach the counselor within three working days from the time the lecturer’s response is due. The counselor will discuss the matter with the student and give him/her full opportunity to express him/herself. This discussion will be recorded and signed by both the student and counselor. The counselor will respond to the student within one week after the discussion.
- If within three working days from the time the counselor’s response is due. The Head of School will act and make a decision on the matter. The decision will be communicated to the student within one week from the date when the matter is brought up to the Head of School.
- In the event that the student and the School are unable to resolve the matter after the grievance procedure, the student and the School shall refer the matter to the Consumer Association of Singapore (CASE) Mediation Centre.
If the School does not comply to the student grievance within the time stipulated in the procedure, the student has the right to move to the next step of the grievance procedure. If the student does not appeal within the stipulated time, the grievance would be considered settled and the School’s last decision will be enforced. There will be no further appeal or consideration on this matter.
If the student or the School requires more time for consideration on the grievance, either party may make a request and proceed if mutually agreed.

International Student Application
Student Pass Application
Procedure
To apply for a Student's Pass, applicant must first be accepted by an approved Private Education Organization registered with Ministry of Education to pursue an approved full-time course.
Local Sponsor
A local sponsor is required for the application for a Student's Pass and applicant is required to submit the application through the local sponsor. Applicant's nominated local sponsor must be a Singapore Citizen/Singapore Permanent Resident above the age of 21 years old or the educational institution where applicant intends to study.
Submission of Application
The Student's Pass application must be submitted at least two months and not more than six months from the course commencement date. The completed application form, together with the required documents, can be submitted through the School.
Note: If the applicant is a People's Republic of China (PRC) national who wishes to pursue a language, commercial, vocational or fine arts course etc at a private education organization in Singapore, the applicant is required to submit the new Student's Pass application through the Singapore Embassy in Beijing. Please note that applications will not be accepted at the Visitor Services Centre, ICA in Singapore. The Student's Pass application can be submitted to:

However, PRC nationals may submit their Student’s Pass applications directly to the Visitor Services Centre, ICA through the School, if They are 19 years old and below at the time of applying for a Student’s Pass to attend a full-time course at an approved private education organisation (i.e, they have applied for a Student’s Pass on or before the 19th birthday); or
Security Deposit
Where applicable, a security deposit may be required from the local sponsor upon approval of the application. The security deposit is not required from the applicant, unless otherwise stated. The amount of security deposit can be seen in the table below:

Note:
- Applicant and local sponsor will have to furnish additional information and documents whenever necessary.
- Please note that all original documents must be presented for verification. Official translations of the documents are required if they are not in the English language.
- Please kindly ensure that all forms are duly signed and completed by applicant and the school. Applications with incomplete forms or documents will NOT be accepted for processing.
- Where applicable, a security deposit may be required from the local sponsor upon approval of the application. The security deposit is not required from the applicant, unless otherwise stated. Applicants are advised to request for receipt for any payment made to the school.
- ICA may share your personal information with other Government agencies to process any applications you have made or to render you a service, so as to serve you in a most efficient and effective way, unless such sharing is prohibited by legislation.
a) New Application
New applications must be submitted at least two months and not more than six months from the course commencement date. Applicants are not required to be present in Singapore while their applications are being considered. Hence, no extension of stay will be considered while the applications are under processing.
Successful applicants may enter Singapore to complete the formalities after their applications have been approved. They will be issued with Student's Passes within one month of the commencement of the courses.
Basic Documents Required
- 2 copies of Form 16, Form V39S and Form V36 duly completed and signed by applicant and local sponsor at the relevant sections (The first set of forms must be original. The second set may be photocopies of the original set). You will require Adobe Acrobat Reader to read and print the form. Download may take a while;
- 2 recent passport-sized photographs (colour/black & white) to be pasted on the top right-hand corner of Form 16;
- Applicant's official birth certificate (photocopy);
- Applicant's highest education certificates and result transcripts (photocopy). In cases where a Notarial Certificate is submitted, a copy of the education certificates and result transcripts must still be included;
- Personal particular pages of applicant's travel document (photocopy);
- Local sponsor's identity card (photocopy);
- 1 copy of Form V36A duly completed and signed by the school.
The following additional documents are required if:
1. Applicant is a national from the visa-required countries
- Documentary proof of financial ability in the form of bank statements/fixed
deposit accounts/saving accounts (photocopy).
2. One of the applicant's parents/step parents is a Singapore Citizen/Singapore
Permanent Resident
- Parent's/step parent's official marriage certificate/divorce certificate and applicant's custody paper, where applicable (photocopy);
- Parent's/step parent's highest educational certificate (photocopy);
- Parent's/step parent's letter of employment (letter should state date of commencement of employment, designation, and salary per month) or copy of Business Registration Certificate (Instant Computer Printout) if applicant's parent/step parent is self-employed. These documents should not be issued more than 1 month ago;
- Parent's/step parent's monthly CPF contribution for the past 12 months;
- Parent's/step parent's Income Tax Assessment Notices for the past 3 years (photocopy).
3. Applicant's spouse is a Singapore Citizen /Singapore Permanent Resident
- Spouse's marriage certificate/divorce certificate, where applicable (photocopy);
- Spouse's highest educational certificates (photocopy);
- Spouse's letter of employment (letter should state date of commencement of employment, designation, and salary per month) or Business Registration Certificate (Instant Computer Printout) if applicant's spouse is self-employed. These documents should not be issued more than 1 month ago;
- Spouse's monthly CPF contribution for the past 12 months;
- Spouse's Income Tax Assessment Notices for the past 3 years (photocopy).
Note: Successful applicants are required to produce all original copies of their basic and supporting documents for verification when collecting the Student's Passes.
b) Renewal of Student's Passes
This section applies to students who are renewing their Student's Passes to continue the same course in the same school. Please submit applications for renewal of Student's Pass about 2 weeks before the expiry of the current Student's Passes.
Basic Documents Required
- 2 copies each of Form 16 and Form V39S duly completed and signed by applicant and local sponsor at the relevant sections (The first set of forms must be original. The second set may be photocopies of the original set). You will require Adobe Acrobat Reader to read and print the form. Download may take a while;
- Applicant's travel document, Student's Pass card, Visit Pass and Disembarkation/Embarkation (green) card;
- Local sponsor's identity card;

Student’s Responsibilities
- The Student must ensure that all information provided to ORITA•SINCLAIR is accurate and updated at all times.
- Any Students who seek advance standing or exemptions from modules must do so before the commencement of the Course. ORITA•SINCLAIR will not entertain appeals for exemptions after the commencement of the Course.
- All equipment loaned from ORITA•SINCLAIR becomes the responsibility of
the Student.
- Students must ensure that their attendance are taken at every class they attend. Students must have proof of absence eg medical certificate or other relevant document to be approved as an absence with reason by ORITA•SINCLAIR.
- Students must have an attendance of 90%. ORITA•SINCLAIR shall be entitled to bar any Student from assessments who fails to meet this requirement. All international students must abide by this rule or risk cancellation of their student pass.
- Students must provide a reason and/or obtain the prior written approval from ORITA•SINCLAIR for not attending their review. ORITA•SINCLAIR shall be entitled to bar any Students who do fail to attend their review without approval or good reason from assessment.
- Each student is responsible for their desktop computer which is given to them when they enrol for the diploma course. They are solely responsible for the maintenance, care, service and upgrade of their own computer.
- All copyright laws must be observed at all times. Students must ensure that they do not bring in any illegal software into the premises of ORITA•SINCLAIR. Students are fully responsible for ensuring that they do not commit any infringement of copyright laws.
- The Student shall bear the cost of any repairs or reinstatement due to damage or destruction caused by any act, omission, default or negligence of the Student (other than regular wear and tear) to the premises and/or property of ORITA•SINCLAIR including any equipment on loan to the Student, and such cost shall be deducted from the Deposit. In the event that the Deposit shall be insufficient to cover the cost of any such repairs or reinstatement, the Student shall promptly pay the excess amount to ORITA•SINCLAIR upon receipt of a written demand for such amount. If the Student fails to pay any such amount, ORITA•SINCLAIR shall be entitled to bar the Student from assessments or to withhold the issue of the Student’s transcripts and certificate.
- The Student must abide and comply with all rules and regulations set out in the Student Handbook and any additions, changes and updates to the same that may be made by ORITA•SINCLAIR from time to time.

All students are paired with a more senior student who will be their ‘buddy’ so that students never need to feel lost in their new environment.
Student Mentors
All lecturers are automatically mentors for their students in their class. Lecturers will avail themselves to students who require assistance or advice in their subjects. Tutorial sessions are arranged between the lecturer and students to take place at the School.
Student Counsellor
Counselling service is available to all students. If a student wish to
seek advice from a counselor, an appointment can be made for him/her
through the Administration office.
The Counsellor is available for appointments during the following hours:
a. Wednesdays 3 – 7 pm
b. Saturdays 2 – 5 pm

Planning your living expenses
Singapore offers excellent choices of lifestyle. The cost of living is relatively low compared with Western standards. Due to the frequent sales and promotions and reasonable prices of food and transportation, overall expenses could be controlled steadily and accurately.
Living cost per month depends on the lifestyle chosen by student. Below is an estimate of costs for students’ consideration;

Student Accommodation
A wide range of excellent accommodation can be found in Singapore to suit all kinds of budgets and needs.
Shared rooms and facilities, full board and choice of properties for rent are available through real estates agencies or selection from daily press.
The accommodation fees are usually paid on a monthly or weekly basis. The average cost per month can start from S$300 for a shared room in HDB approved apartments.
General advices with regards to the choice of accommodation could be obtained by the School’s counsellor (eg vicinity, neighbourhood ,transportation connections, food facilities and pricing etc). However the final decision is left to the student or parents/guardians.
